Proposals: The health of our democratic system depends on vibrant political parties operating on a sound financial basis. Political parties offer the public the principal means of engaging in politics, enabling them to participate in discussion of political issues and to become involved in decision-making. In spite of greater transparency and tighter regulation of political party funding introduced in 2000 - there remains public concern about how parties are funded. The independent review of the funding of political parties -by Sir Hayden Phillips - offers an opportunity to make lasting reform to the way we fund political parties in this country. It offers the possibility of a system of funding and regulation that would provide the public with confidence and the parties with an environment in which they can grow and flourish. The Government looks forward to Sir Hayden Phillips' recommendations, due in December 2006. Once we receive these the Government will consult, and will make decisions in due course.
