Management of Offenders Bill

Key Benefits
Underpins the development of the National Offender Management Service.

Transferring the statutory duty on local probation boards to provide probation services to the Secretary of State to make arrangements with others to provide probation services.

Creating new bodies, replacing local probation boards, with whom the Secretary of State may contract.

Reinforces the rigour and effectiveness of non-custodial punishments by.

Introducing a day fine scheme, extending the use of electronic monitoring in respect of offenders serving community sentences and those on bail.

Extends the use of polygraph testing on sex offenders.

Extends the remit of the Sentencing Guidelines Council to include consideration of the resources of the correctional services.

Fulfils the Government's commitment to placing the Ombudsman for NOMS on a statutory footing.
