MANAGEMENT OF OFFENDERS BILL |
KEY MEASURES
- Underpins the development of the National Offender Management Service.
Reinforces the rigour and effectiveness of non-custodial punishments by; - introducing a day fine scheme, extending the use of electronic monitoring in respect of offenders serving community sentences and those on bail.
- Extends the use of polygraph testing on sex offenders.
- Extends the remit of the Sentencing Guidelines Council to include consideration of the resources of the correctional services.
- Fulfils the Government's commitment to placing the Ombudsman for NOMS on a statutory footing.
TERRITORIAL EXTENT
Majority of the Bill extends to England and Wales only. The Ombudsman provisions also apply to Scotland and N. Ireland in relation to complaints about, and investigations requested by the Home Secretary into, certain immigration matters; and also to N. Ireland in relation to deaths of persons at certain immigration detention premises or while in the custody of or under the control or escort of immigration custody officers (other than in immigration detention premises).
