MANAGEMENT OF OFFENDERS AND SENTENCING BILL

KEY BENEFITS

• Supports the Government's commitment to create a National
  Offender Management Service (NOMS)  by:
• establishing the aims of the service and its core offender
  management function
• giving the Home Secretary greater control to direct probation
  boards to commission services from other providers; and
  providing for data-sharing
• Reinforces the rigour and effectiveness of non-custodial punishments by introducing: a day fine scheme; electronic monitoring as a condition of a community sentence; and tagging of defendants on bail
• Requires Sentencing Guidelines Council to take account of capacity
  to ensure better management of demand for correctional services.
• Fulfils the Government's commitment to placing the Ombudsman for
  NOMS on a statutory footing

TERRITORIAL EXTENT

• The majority of the Bill applies to England and Wales only. The
  measures on Ombudsman and IMB apply to Scotland and Northern Ireland in respect of certain immigration places of detention. Immigration is a reserved matter.
