The Government is proposing to create an independent, UK-wide body called the Local Better Regulation Office (LBRO) and is minded to publish a draft Bill. This new body would have a clear central mission to cut burdens on business in the areas of trading standards and environmental health, without reducing public protections.

The LBRO would have three key functions:

To ensure a single co-ordinated set of central government priorities for trading standards and environmental health;

To secure improved consistency and co-ordination for all businesses, particularly those that operate across local authority boundaries.

To drive up associated performance standards within the wider local government framework.
