KEY BENEFITS

• Makes provision for a referendum to be held on the ratification
  of the EU Constitutional Treaty
• Amends the European Communities Act 1972 to give effect in UK
  law to the new Constitutional Treaty, subject to approval in a referendum

TERRITORIAL EXTENT

• The Bill will apply to the UK and the provisions on the referendum
  will also apply to Gibraltar
