Housing Regeneration

Key Benefits

The Act supports delivery of housing supply through the creation of the Homes and Communities Agency, and reforms social housing and social housing regulation to promote better services for tenants.

The Housing and Regeneration Act would support the delivery of the three million new homes by 2020 that are needed to meet growing demand and rising aspirations.

By bringing together land and housing, and shifting from simply grant funding social housing to investing in infrastructure, the Homes and Communities Agency would support the regeneration and delivery of new social and affordable housing, both social and private. It would also make better use of surplus public sector land and maximise the potential for brownfield development.

The Bill would also provide an opportunity to modernise powers on establishing new settlements like eco-towns, and simplify the ways in which the Homes and Communities Agency would facilitate delivery of these projects.

It would reform regulation of social housing, to provide better services for tenants.

The Bill would implement an ECHR ruling on Gypsies and Travellers, and other miscellaneous provisions.

The Bill applies to England and Wales, although there will be some consequential changes required in relation to Scotland. The Government will work closely with the Devolved Administrations on the responsibilities they have in this area.
