All but two of the Bill's provisions apply to the whole of the United Kingdom. Powers for immigration officers to detain those who are the subject of an arrest warrant, or who may be liable to arrest by a police constable, pending the arrival of a police officer will not extend to Scotland. The limited number of international ports in Scotland allows for complete police coverage. Also, the power for detained property to be forfeited to the state will not extend to Scotland as there is no need to legislate for this provision as current Scottish legislation provides that property is already to be forfeited to the Crown (rather than the Police).
